Edge protections are collective protection systems. On the basis of the general principles of prevention (Article 6, paragraph 2, of Framework Directive 89/391/EEC), ‘the employer shall give collective protective measures priority over individual protective measures’.
To understand the directive meaning you can just think of the impediment brought from personal protective equipments during the scaffoldings assembly and dismantling, and of spare risks which the workers who wear them are exposed.
Personal protective equipment cannot avoid the fall but only restricts consequences, as long as other team members intervenct efficaciously and quickly (keeping in motionless suspension for over a quarter of an hour may cause permanent injury or death).
Barricate are definitive solution of these problems since, removing risk of falling, make the third class PPE superflous (Directive 89/686/EEC).
